Intelligent Decisions is growing, and we are seeking a Senior IT Recruiter/Team Lead with broad experience providing the highest level of IT staffing services within a corporate and/or professional services environment. We are looking for someone with a successful track record of creatively sourcing and recruiting highly qualified candidates, specifically in the Northern Virginia Intelligence Agencies (CIA, DIA, NRO, NGA), a knack for identifying and closing candidates across all levels of the IT talent spectrum, and the willingness to do whatever it takes to get the job done.

This position delivers high quality professional and executive-level candidates and advances the ID brand across numerous markets and professional communities, while guiding hiring managers and candidates through the ID selection process. This individual will perform full life cycle recruiting and maintain excellent relations with hiring managers, candidates, and the community at-large. A wide degree of creativity, near- and long-term recruiting vision, business understanding, and personal organization is required.

Job Responsibilities:

Provide exceptional client service and full lifecycle recruiting within the ID community. Confer with senior leadership to identify personnel needs, workforce planning strategies, and search assignments. On occasion, you may be asked to accompany a hiring manager to the client site.
Write complete and detailed job descriptions, ensuring an understanding of job duties responsibilities and business requirements.
Develop and maintain strong working relationships with ID leaders, vendors, community organizations and other team members to create a partnership that yields success, predictable results and credibility.
Develop and maintain a network of contacts to help identify and source qualified candidates.
Leverage Web 2.0, Social Media, traditional online recruiting resources and in-house ATS to identify and recruit the very best candidates.
Review resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements.
Provide complete, accurate, and inspiring information to candidates about the company and position.
Prescreens candidates. Create and present prescreening questions to hiring managers for collaboration and approval.
Manages and coordinates all communication with candidates.
Interviews all candidates presented for detailed interviewing by hiring managers, and includes the use of face-to-face behavioral-based interviewing methodologies.
Manages the scheduling and logistics of all interviews between candidates and hiring managers.
Prepares candidates for interviewing with ID and specific hiring managers by providing detailed information on the company, our business strategy, department background, job descriptions, and expectation-setting.
Organizes, leads and documents post-interview debrief/feedback and post-mortems with interview teams and candidates.
Reviews the hiring manager's interview performance with each candidate and take appropriate action when warranted.
Performs detailed reference checking and/or reference analysis on selected candidates and reviews results with hiring managers.
Extends offers of employment to selected candidates under the direction of the hiring managers and within the guidelines of ID compensation policy.
Manages the presentation, selection, offer, negotiation, closing, and administrative components involved in full lifecycle recruiting.
Conducts follow-up calls and quality-improvement studies with hiring managers and new hires.
Maintain accurate and well-ordered documentation on all candidates, searches, hiring managers interactions, and other recruiting activities to ensure a safe and thorough audit if required.
Initiates and maintains excellent working relations within the ID Human Resources organization and ensures compliance with all governmental regulations and hiring best practices.
Uses effective communication approaches that include proactively keeping others informed, appropriately expressing ideas and thoughts verbally and in written form, and timeliness.
Works cooperatively with all members of the staffing team to develop and implement staffing plans and activities.
Visits all hiring-manager departments to develop a thorough understanding of the department culture and uses that understanding to help candidates fully understand the opportunity.
Participates in the development of ongoing creative and cost-effective sourcing strategies.
Develops an effective pipeline of key talent potentially available for immediate hire as succession planning needs dictate.
Stays informed of trends and innovative recruiting techniques in order to be competitive in state-of-the-Art recruiting practices.

Job Qualifications:

The successful candidate will have the following qualifications:
U. S. Citizenship is required. Applicants must consent to and pass a company-required background investigation and pre-employment drug screen prior to employment.
Ideal candidate will possess a TS Clearance or higher.
Bachelor's degree in Human Resources, Business Administration, Communications, Marketing, or related discipline required. May substitute 6 years college-level education and/or professional recruiting training that provided knowledge equivalent to the required degree, in additional to the required job-specific experience.
8 to 10 years experience in full life cycle corporate recruiting, preferably in the Northern Virginia Intelligence Community and Federal Government industry. 3 years of experience must be supporting technical, Information Technology recruiting in the Federal Government cleared community.
Possess an extensive network of contacts within the Federal Government cleared community.
An expert level of knowledge in all full lifecycle corporate recruiting components including, but not limited to, sourcing, qualifying, networking, assessing, closing, legal, job analysis, wage and salary trends, relationship management, and due diligence.
Must be able to manage competing demands, accept criticism and constructive feedback, while being extremely adaptable and flexible.
Knowledge and extensive past use of a server-based applicant tracking system, preferably CATS.
Excellent project management, writing, and oral communication skills are required.
Ability to present new recruiting concepts to executive leadership and technical communities.
Ability to build search assignment abstracts from client engagement discussions and forms.
Demonstrated ability to command the attention and respect of senior level leaders.
Ability to develop business cases and service requirements, while creating and managing strategic alliances.
Demonstrated ability to recruit for a broad/deep range of positions.
Demonstrated ability to function/recruit on a national, multi-location level.
Ability to travel as required.
Ability to handle sensitive and confidential information appropriately.
Strong initiative and solid judgment abilities/skills.
Proficiency with Microsoft Office Suite of applications and the use of email. Must be Internet savvy and experienced in mining online databases
Must have the ability to quickly learn systems, processes, and procedures. Must be able to quickly assimilate technical information and build solutions to the optimal balance of meeting business needs, beating competitors, and operating within financial resource constraints.
